Can Import PPN Be Supported When Customs Documents Name a Broker, Affiliate, or Different Importer?

Published 16 October 2026

Import PPN may be difficult to support when customs documents identify a broker, affiliate, or another company as the importer instead of the PT PMA claiming the amount. Payment of the cost or physical receipt of the goods does not by itself resolve the identity mismatch. The outcome depends on the customs records, actual import arrangement, ownership of the goods, taxpayer details, and rules applicable to the intended input PPN treatment. A broker acting only as an agent should also be distinguished from another entity formally acting as importer.

Reconciling Customs Identity, Goods, and Tax Records

The import PPN supporting documents should be reviewed shipment by shipment, including the PIB, customs payment evidence, bill of lading, supplier invoice, purchase order, broker instruction, inventory receipt, and general-ledger posting. Product quantities and values should reconcile with warehouse receipts and import costing, while importer identification should match the party seeking to record the tax amount. The review should also test for duplicate postings, foreign-exchange differences, or documents allocated to the wrong group entity. A clerical broker error is different from goods deliberately imported under an affiliate’s name. Corrections or alternative accounting treatment should not be assumed until the legal importer and document history are established. Material or recurring mismatches may justify coordinated review with the customs broker and an adviser familiar with Indonesian customs and PPN documentation.
