Yes, foreign software, cloud, advertising, and management fees should undergo a PPh and PPN review because similar invoice labels can represent different services, rights, or intercompany arrangements. A software payment may involve access to a hosted service, licensed rights, implementation support, or several bundled components. Management fees may represent actual support, a regional cost allocation, or reimbursement. Indonesian tax treatment therefore cannot be determined reliably from the expense account or foreign invoice description alone.
Classifying Cross-Border Payments From Source Documents
A foreign service PPh PPN review should examine the contract, scope of work, rights granted, vendor identity and residence information where relevant, service evidence, invoice, payment record, and any intercompany allocation. Finance should determine who received the service, where it was used, whether the payment includes intellectual-property rights, and whether the PT PMA is paying its own liability or reimbursing another group company. Corporate-card and automatic platform payments require the same analysis as bank remittances. The findings should then be compared with applicable Indonesian PPh and PPN rules, any relevant treaty position, and available documentation. An omitted review is a control weakness, but it is not automatically a confirmed underpayment. Historical entries may need reclassification or SPT Masa assessment only after the transaction facts and applicable framework have been established.
